Richard Feuille is the most experienced attorney at ScottHulse, having been practicing law continuously for more than 60 years. His practice has always been broadly based within the Firm's business section, and more specialized in the Estate Planning & Wealth Preservation practice group. Now deceased name partner in the Firm, J.F. Hulse, said in his book "Texas Lawyer" that "the ideal lawyer of the ages has been one who defended the poor, advised the rich, was successful in court and wise in his office, and who took an active part in the political and civic affairs of his community". Richard Feuille fits that description. His clientele over the years has ranged from leading individuals, businesses and charitable institutions in El Paso-Juarez-Las Cruces to some of the region's most needy clients. Born to U. S. citizen parents in 1920 in Mexico City, Mexico, Mr. Feuille was educated in El Paso, after which he attended the University of Virginia, where he was an honor student and captain of the varsity tennis team. He entered the University of Virginia Law School in 1940. However, like many of his contemporaries in what is now known and respected as the "Greatest Generation", his education was interrupted by military service. When the United States entered World War II, Mr. Feuille enlisted in the U.S. Army as a Private in early 1942. After first being stationed in the U.S., he served in the Pacific Theater, where he participated in the complete invasion of Iwo Jima Island. Mr. Feuille was decorated with the Bronze Star for valor and meritorious service and honorably discharged with the rank of Major. Following his military service, Mr. Feuille was admitted to the State Bar of Texas after scoring the second highest grade on the bar exam in 1948. He began his law practice in El Paso, and immediately attracted top tier clients from the community and surrounding area. Possessing a nearly photographic memory, a powerful intellect, and excellent people skills, Mr. Feuille has been able throughout his career to solve his clients' problems efficiently and in creative ways. His representation of the local newspaper, The El Paso Times, and its founder/publisher, Dorrance D. Roderick, led to a program of charitable giving through the Roderick Foundation that Mr. Feuille created for Mr. Roderick that was on a scale previously unseen in El Paso. The Roderick Foundation was merged into the El Paso Community Foundation, where the asset base it provided continues to benefit new generations of El Pasoans. Through his friendship with and representation of Sam D. Young, the founder of the El Paso National Bank, Mr. Feuille found himself appointed to serve on the boards of several national banks and other financial institutions. His counsel and advice was of great value to these businesses, and generated quality clients for the Firm. His abilities in the estate planning, probate and trust law practice attracted the Trust Department of the El Paso National Bank as a major client of the Firm beginning in the 1970s. In the role of chief legal counsel for the fiduciary operations of the bank, Mr. Feuille advised and guided the trust and estate administration services of the bank for several decades. In the early 1970s, Mr. Feuille led a group of charitably-minded, influential community residents to form the El Paso Community Foundation, which he served as its first Chairman of the Board. The Foundation has grown in its over 30 years of existence to the premier charitable organization in the region. Mr. Feuille was elected as the first and only Chairman Emeritus of the Board of the Foundation, where he still serves today. Mr. Feuille brings a wealth of wisdom, judgment, astute legal knowledge and ethics to his representation of clients of the Firm. He has had a perennial listing in editions of The Best Lawyers in America (Woodward/White, Inc.), and has been listed in "Who's Who in America" for many years. Mr. Feuille has been Senior Warden of St. Clement's Church seven times, and is a lifetime member of its Mission Committee. He served as First Vice President of the El Paso Bar Association in 1971, and was President in 1972. He was a founding director of Coronado Country Club, First Vice President of the United Way in 1967, and President in 1968. Mr. Feuille was one of the founders and initial Board members of the El Paso Community Foundation. He was President of the El Paso Community Foundation in 1983 and again in 1984, has served as Chairman of its Board three times, and is currently its Chairman Emeritus for life. He has been a member of the Downtown Rotary Club of El Paso since 1972, and has devoted much of his time for more than 30 years to his work as President and Chairman of the Board of Our Lady's Youth Center, which is primarily engaged in feeding and ministering to the sick, poor and hungry in the Borderplex. He was one of the founders of KSCE Channel 38 Christian Television in El Paso and has served on its Board of Trustees since its inception. In 2002, Mr. Feuille was honored by the Rotary Club of El Paso and by the City of El Paso as "El Paso's Most Distinguished Citizen". |
