Russell Hill, a Director and an Officer of ScottHulse, has been named one of the "Best Lawyers in America" and a "Texas Super Lawyer". After receiving his Doctor of Jurisprudence from the University of Texas, he joined ScottHulse, where he has worked throughout his professional career of more than 35 years.
Mr. Hill's primary areas of practice are Mergers & Acquisitions (M&A) and Healthcare. In the M&A area, he is primarily engaged in the buying and selling of privately held companies and divisions, with such transactions ranging up to $150,000,000.00 in enterprise value. With respect to healthcare transactions, Mr. Hill represents clients as to business, contractual, and regulatory concerns affecting healthcare providers. He has been a member of the State Bar of Texas Health Law Council and is an active member of various other healthcare law professionals' organizations.
Mr. Hill has the highest Martindale-Hubbell peer rating of AV Preeminent. An AV Preeminent peer rating reflects an attorney who has reached the heights of professional excellence. He or she has usually practiced law for many years, and is recognized for the highest levels of skill and integrity.
A member of the American Bar Association and the El Paso Bar Association, Mr. Hill was selected to serve, and previously served, upon the Health Law Section of the State Bar of Texas. He is also a member of the American Health Lawyers Association.
Mr. Hill is actively involved in professional, civic, and charitable organizations. He currently serves as:
- Co-Chairman of the El Paso Community Foundation's Investment Advisory Committee.
- A member of the Paso del Norte Group, which is comprised of business and community leaders, also serving on the Retirement and Tourism Committee and the Civic Committee of such Group.
- As a Director of the Regional Economic Development Corporation ("REDCO"), an organization committed to improving the economic growth of the El Paso, Juarez and New Mexico region.
- As a member of Renaissance Committee, which is involved in the development of El Paso's historic downtown area.
In addition, Mr. Hill was actively involved in the restorations, renovations, and reopenings of the historic Plaza Theatre and of the Wyler Aerial Tramway.

Healthcare Matters and Transactions
- Represented numerous physicians, dentists, podiatrists, veterinary medicine, chiropractors, and other healthcare providers in the region with respect to ongoing operations.
- Represented sellers and purchasers with respect to medical practice acquisition and practice sales.
- Represented imaging facilities, ambulatory surgery centers, etc.
- Represented numerous clients regarding the structuring of healthcare joint ventures and contractual relationships in compliance with federal state laws governing referral relationships, including illegal remuneration, Stark, and civil money penalties.
- Represented numerous healthcare providers with respect to requirements of the federal Health Insurance Portability and Accountability Act ("HIPAA").
- Represented purchaser in simultaneous purchase of three acute hospitals in large metropolitan area in Texas.
- Represented seller of acute care hospital in large metropolitan area in Texas.
- Represented large, public mental health facility with respect to ongoing operations.

- Represented seller of large regional retail furniture business to nationwide chain.
- Represented purchaser in acquisition of large insurance brokerage firm.
- Represented purchaser in acquisition of large regional and multi-state real estate brokerage firm.

- Represented owner with respect to ongoing operations and simultaneous sale of television station, AM radio station, and FM radio station.

- Represented seller in sale of multi-state alcoholic beverages distributorship.
